GM - the biggest car manufacturer in the world until last year - will file for bankruptcy in the US courts as it seeks to restructure its stricken operations.
Lord Mandelson assured workers again today that the Government has been given a commitment about production continuing in the UK by Canadian car parts maker Magna International, which has signed a memorandum of understanding to buy the Vauxhall and Opel brands.
But the minister said the prospective buyers will now take time to study Vauxhall's books in a process of due diligence which he said could take up to two months.
"I understand the fears and uncertainty of Vauxhall's workforce but I am afraid we have to be patient," he told Sky News.
Lord Mandelson said he will be holding more talks with Magna and pledged that the Government was prepared to underwrite any future restructuring.
The minister also took a swipe at the leadership of the Unite union, accusing officials of "misrepresenting" the Government's position and creating "needless fears" among the workers.
Unite's joint leader Tony Woodley repeated his veiled criticism of the Government's efforts today, saying he would feel more confident about the future of the two UK plants if ministers had been sitting at the negotiating table.

Cell phone awarness

"I'm here" - two little words that sat in the inbox of one of our cell phones as we prepared to write this column.
This particular message came from a friend we met the prior evening. The room was crowded and she wanted to let us know, "I'm here."
Today, it seemed another woman wanted to tell us the same thing.
Her story is a little different. She is a survivor of rape. One so brutal she was torn apart — both physically and emotionally. The rape also succeeded in tearing apart her family, her village and now her country — the Democratic Republic of Congo.
Most people don't speak to this woman now. There's a lot of stigma attached to being raped by the soldiers of the rebel army controlling her region. The army is powerful, funded by the sale of minerals like tin, tantalum, tungsten and gold. Minerals that are shipped to Asia, made into electronic goods and sold to us in the form of cell phones.
Today, she sent us a message - "I'm here."
This woman's story is not unique. In fact, about 1,100 rapes like hers are reported every month in her country, with countless more going unheard. Despite the United Nations naming the DRC the most dangerous place on earth to be a woman, little action has been taken to reverse this foreboding moniker.

Tata Motors also plans to introduce new financing options for buyers of these trucks. "We would be looking at initiatives like operating leasing, which is not there in the market right now. We are in talks with a number of operating leasing companies and details have to be worked out," he said.
The company believes operating leasing will do the trick as far as attracting customers is concerned.
Here, the financier leases the asset (vehicle) to a customer and recovers only a part of its value through lease rentals. The asset remains on the books of the financier. Unlike financial leasing, at the end of the lease period the customer is not obligated to buying the vehicle from the leasing company.
"Generally, the tenure of truck loans is three to five years, depending on the lifetime of the vehicle. However, the World Truck range is more durable and we do not see a problem with lenders offering longer tenure loans of even seven years plus. We are yet to start talks with banks though," said Pisharody.

The Competition
It will be interesting to see how World Truck stands up to offerings from Volvo and Mercedes Benz. Swedish truck maker Scania and MAN of Germany (through an alliance with Force Motors) also have big plans for India.
Tata Motors will hope that the comparative advantage in terms of acquisition cost and operating expenditure will help its products get the lead in market share. "Low lifecycle cost will be our USP. Fuel accounts for about 60 per cent of the operating cost of a truck. Interest and acquisition costs are the other factors. We have an advantage on all fronts," added Ramakrishnan.

INDEPENDENCE, Ohio - Cleveland center Ben Wallace is considering retirement following the Cavaliers' elimination from the playoffs.
Wallace, a four-time NBA defensive player of the year, said that a combination of injuries, declining production and a loss of passion for the game has him thinking about quitting. He plans to sit down with his family before deciding his next movet.
The 14-year veteran suffered a broken leg this season and suffered from tendinitis in his knees. Wallace has one season left on a contract worth $14 million, but says the money will not be a factor on whether he decides to play another year.
Wallace won an NBA title in 2004 with Detroit.
LeBron happy in Cleveland despite loss
INDEPENDENCE, Ohio - LeBron James says not making the NBA finals will have no impact on his future with the Cleveland Cavaliers.
The league MVP can become a free agent in 2010, and there has been rampant speculation that he will sign elsewhere when his contract expires. However, James insists the Cavs' loss to the Orlando Magic in the Eastern Conference finals will not affect his plans.
James, who declined to speak with the media following Saturday night's loss, said he's happy in Cleveland and feels the club has made significant progress and is close to winning its first title.

Films have provided an economic boost to northwest Louisiana

The bad news is lawmakers may pull up short of what's needed to halt the flow of projects to other states.
The governor is content to maintain the current production credit, rejecting the bump to 30 percent that would cost an additional $20 million in a time of budget shortfalls. His administration thus supports the 25 percent credit of HB142 that got out of the House Ways and Means Committee on Thursday.
Meanwhile, the film industry has put its spotlight on HB862 by state Rep. Rick Gallot, D-Ruston, that raises the credit to 30 percent on an investment of at least $300,000. State Sen. Robert Adley's SB245 similarly calls for the 30 percent break. Gallot's bill is hung up in committee, while Adley's has gotten past that hurdle and is headed to the Senate floor. Both deserve full hearings.
We've expressed our reluctance to pursue a so-called tax credit arms race but have come around to the idea that the elimination of the infrastructure credit makes the production boost more palatable. In the past four years, films have provided an economic boost to northwest Louisiana. In 2008 there were 23 productions in Shreveport-Bossier City. By March of this year, there had only been two.
The creative energy of films adds to our industrial diversity and has potential for spinning off into parallel realms, from video games to music. Already LSUS has embarked on an animation curriculum.
It's a creative industry we'd like to nurture into taking deeper root.

The man was very aggressive in convincing my brother-in-law to consider working for WFG. When my brother-in-law first told me about this, he expressed concern about whether he had fallen for a scam.

EDUCATION Secretary Arne Duncan's "Listening and Learning" national tour of public schools ought to include Washington state if federal officials are serious about understanding education reform's local impact.
Our state is at a crossroads. An ambitious education plan recently approved by the Legislature was a major hurdle crossed. The next hurdle is a question: where do we go from here?
Debates in this state about education reform rarely rise above the level of money. Granted, it will take a major investment to turn all schools around, but without planning and general consensus, the cash will be useless.
Duncan could learn from this region as well as lend guidance. Federal input wouldn't be intrusive, it would be welcomed. Education stimulus dollars account for the largest spending increase ever. This state will use much of the money to mitigate education cuts imposed by the state Legislature, but millions will be available with varying degrees of flexibility. The new rule in spending should be money spent on unproven efforts is money wasted.
Encouraging signs from Duncan, and President Obama, are the two men's refusal to simply throw money at public education's many problems. The administration is wise to to take its impressive education agenda, which includes early childhood, higher standards, teacher quality, workforce development and higher education, to the people.
Consider this the warm up before Congress delves into reauthorization of the federal No Child Left Behind law. The massive law should be tweaked, necessary improvements include additional flexibility and monEducation, ey, but not abandoned.

VANCOUVER, British Columbia (AP) — Psychedelic rock booms through The Vapour Lounge. In the store, young and some not-so-young people smoke pot through a variety of devices. And owner Marc Emery stands in the middle of it all, proclaiming his goal of defeating the U.S. war on drugs.
Known as the Prince of Pot, Emery has sold millions of marijuana seeds around the world by mail over the past decade. In doing so, he has drawn the attention of U.S. drug officials, who want him extradited to Seattle. Emery has agreed to plead guilty in Seattle to one count of marijuana distribution in exchange for dismissal of all other counts, and the U.S. District Attorney is pressing for a sentence of five to eight years in a U.S. prison.
The case is the latest twist in Emery's two-decade-long fight against the prohibition of marijuana in North America. To his supporters, he is a brave crusader for the use and sale of a drug with both recreational and medicinal value. To drug officials, he is a criminal and the biggest purveyor of marijuana from Canada into the United States.
Emery sits "right smack in the middle" of the North American debate over marijuana prohibition, said Allen St. Pierre of the National Organization for the Reform of Marijuana Laws in Washington, D.C. St. Pierre predicted that Emery's trial would "kick-start it all again."
But drug officials say they are simply going after one of the world's top 50 drug traffickers. U.S. authorities claim Emery's seeds have grown $2.2 billion worth of pot.
"We've been very clear it had nothing to do with Mr. Emery's political stand," said Emily Langlie of the U.S. District Attorney's Office in Seattle.

That same year, General Motors was formed in Flint, Michigan. It wasn't until 1925 when the "Big Three" was complete with the formation of Chrysler Corporation.
JOHN DAVIS, HOST, MOTORWEEK: When the Big Three emerged, they not only emerged as rivals that really gave Americans much better automobiles at the time, but they also cemented the American automobile as a world standard.
ROMANS: "As goes General Motors, so goes the nation." That phrase defined America's economic power for much of the last century.
PETER MORICI, ECONOMIST, UNIVERSITY OF MARYLAND: So many folks were either employed at General Motors or the other two major car makers, making steel and all the other components that go into cars. It just meant that if the automobile companies were prospering, the country was prospering, too.
ROMANS: Today, there are 74,000 rank-and-file GM workers in the U.S. But in its heyday, GM was the largest industrial company in the world; a technology leader. By 1979, 600,000 people worked for GM. Those good jobs helped build America's middle class.

Popular high-deductible insurance plans

Health care providers around the Triad are finding that increasingly popular high-deductible insurance plans are leading to difficulty collecting payments from patients.
The plans come with a deductible of anywhere from $1,150 to $5,800 that allows employers and enrollees to keep their premiums down. Many of the plans are tied to health savings accounts (HSAs) that employers or patients can fund with tax-deductible deposits to help pay those out-of-pocket costs.
But doctors are seeing that, given the troubled economy, patients are paying bills and buying necessities before they fund their accounts. It’s creating a new class of patient: one who’s insured but can’t afford up-front costs before coverage kicks in.
Fran Sembert, director of managed care for Greensboro-based multispecialty group Eagle Physicians & Associates, said insurance companies won’t allow doctors to collect on high deductibles until the insurer fully processes the claim, which can take 30 to 45 days.

Showtime at the Apollo

When the Apollo Theater celebrates its 75th anniversary, among the honorees at a gala benefit concert on June 8 will be the entire city of New York. The theater will present the Percy E. Sutton Civic Leadership Award to the City of New York and Mayor Michael R. Bloomberg, who is expected to attend. The new annual award, named for the community leader and former Manhattan borough president, honors a person or group demonstrating support for the arts and an understanding of their value to the city. “We want to say thank you to the city for being a great friend to the arts,” Jonelle Procope, the president and chief executive of the Apollo Theater Foundation, said in a statement. Steve Harvey, the comedian and former host of “Showtime at the Apollo,” will be host of the gala. Quincy Jones and Patti LaBelle will be inducted into the Apollo Legends Hall of Fame, and Phylicia Rashad, starring on Broadway in “August: Osage County,” will present the Ruby Dee and Ossie Davis Arts and Humanitarian Award, honoring a couple for their commitment to art and community, to Bill and Camille Cosby. Anita Baker and the O’Jays are among those scheduled to perform.

Dubai plans to launch its second government-run airline

DUBAI, United Arab Emirates (AP) — Arab sheikdoms eager for higher international profiles are ratcheting up their aviation race despite the global economic slump.
On Monday, the city-state Dubai plans to launch its second government-run airline — the third major carrier this decade to spring from the United Arab Emirates, a country of less than a million people. The new low-cost airline will cater to budget travelers in a region better known for opulence than bargains.
Unlike their counterparts elsewhere, other Persian Gulf airlines vow to stick to plane delivery schedules, as their deep-pocketed patrons push ahead with ambitious airport expansions. The head of one Gulf carrier has even hinted at another headline-grabbing order at the upcoming Paris Air Show.
The climb to the skies reflects the Gulf nations' drive to re-brand themselves as more than just oil-rich monarchies. Qatar for example is morphing into a research hub because of its natural gas wealth, while Abu Dhabi aims to become a cultural capital on the back of its petrodollars.
But concerns are growing — particularly now that the global economic downturn has undermined demand for long-haul and premium air travel. Some analysts wonder if the region's airlines are stuffing their fleets too quickly with too many planes, much like Dubai's overzealous developers raced to build luxury apartment blocks that now largely stand empty.
"Absent continuing growth in construction and services, you really don't need all those seats," said Bob Mann, an independent airline consultant. "It's the rate of capacity growth that's the question."
The rapid expansion is redrawing the world's air routes: It is now easier to fly from Houston to Dubai or the Qatari capital Doha than to Rome or Beijing. Gulf carriers, which typically boast more generous in-flight services than Western competitors, enjoy increased business even as traffic falls most everywhere else.
